Was Draupadi in her periods during vastraharan?
Yes, ‘Devi Draupadi' was in her periods when ‘Vastraharan’ took place
"Yudhishthira, however, O bull of the Bharata race, hearing of Duryodhana's intentions, sent a trusted messenger unto Draupadi, directing that although she was attired in one piece of cloth with her navel itself exposed, in consequence of her season having come, she should come before her father-in-law weeping bitterly.

Here, it has been told that Yudhishthira, when sensed the intentions of Duryodhana, sent a trusted messenger to Devi Draupadi, directing her to come before her 'Father in law', although she was clad in a single piece of cloth and consequently in her periods which has been mentioned as 'her season'.
And Dussasana dragging Draupadi of long long locks unto the presence of the assembly as if she were helpless though having powerful protectors--and pulling at her, made her tremble like the banana plant in a storm. And dragged by him, with body bent, she faintly cried--'Wretch! it ill behoveth thee to take me before the assembly. My season hath come, and I am now clad in one piece of attire.

Here again, when Dussasana is dragging her by her long locks, making her tremble ferociously. She was being dragged by the powerful beast, with a tilted body trying to defend herself, but is nowhere in comparison to his strength. She is screaming faintly, and exclaiming that Dussasana will be punished for dragging her to the assembly in such a condition where she has been clad in a single cloth and most importantly in her periods which has been again mentioned as 'her season'.
BORI translation by Bibek Debroy ~
On hearing of Duryodhana’s intentions, Yudhishthira sent a trusted messenger to Droupadi. Panchali was going through her menses then. She was weeping and clad in a single garment tied below the navel, she went to the sabha and stood before her father-in-law.
Coming to know about Duryodhana's intentions, Yudhishthira sent a trusted messenger to Draupadi. Panchali was in her ‘periods’ which has been mentioned as her 'menses'.
Grabbing her by her long hair, Duhshasana pulled and dragged her to the sabha, like a plantain tree buffeted by the wind. When she was thus dragged, she bent down her body and softly whispered, “It is the period of my menses now. O evil-minded one! I am only clad in a single garment. O you who are not an arya! Do not take me to the sabha thus.”
The beast 'Dushasana' was grabbing her by her long hair and pulled and dragged her to the sabha, like a tree buffeted by strong winds. When she was being dragged, she tilted her body and whispered in a low tone, 'I am now going through my menses now. O evil one! You, who are not an Arya. Thus, don't take me to the Sabha.’ Here, Draupadi is herself confessing that she is in her periods/going through her menses.
Conclusion:
Devi Draupadi was in her periods when Vastraharan took place.
Just think about the pain she was going through. Perhaps, the issue isn't just about her being in her periods. It's more about the agony which surrounded her due to her humiliation. The torment in her heart and soul mixing with the pain of menstruation! The strength she had was unbreakable. Even during the incident took place, she wasn't ready to lose. She fought like a lioness. But shortly after that, she was obviously distressed, dejected and afflicted. However, nothing could actually break her down wholly and entirely, infact she would have never allowed to!
Devi Draupadi Ki Jai! ๐๐
